What SCU decides in eligibility review

You do not need to choose C0 / C1 / C2 / Tier first. SCU reviews the case type, input shape, and accountability load, then sorts the lane, return scope, and pricing direction.

If raw data / specs / observations are central, SCU treats the case on the computation-lane side.
If decision closure, comparison closure, or accountability fixation is central, SCU also considers Tier paths.

Unspecified (general inquiry)Standard TrackPublication of usage facts and consent to anti-exploration / repeated-run limits & detection (current-phase default plus any contract tightening) are mandatory. Publication is confirmed against a fixed template before contracting. If the real organization name is not published, an agreed public organization label is used. In the current phase, repeated Standard Track runs on the same issue are treated as normal up to two times within 30 days; a third or later run goes through notice and an explanation opportunity before SCU decides whether it can continue.
