  • Tiers are not for selling theory; they fix everything up to the point of judgment and leave only the final human conclusion to be brought to closure.
  • Tiers do not mean disclosure of internal methods (formulas, implementation, operational procedures).
  • Plans are SCU-centered execution lanes, while Tiers are user-centered ending lanes.
  • Public tier inputs are not raw data themselves. They are input units prepared for decision-making. Logs, specifications, observations, and other raw materials are fixed by individual contract or on the Plan side.
  • The same input unit is not accepted unchanged for both Plan and Tier. Raw data belongs to Plans, while decision packages belong to Tiers.
  • If you want to submit raw data / CSV / raw logs / adapter-style inputs directly, that belongs to a Plan or individual contract, not to a Tier.
  • Third-party submission scope depends on the tier.
  • Raw-input weight is not used directly in Tier pricing. Tier pricing uses package class instead.
  • No discounts or price adjustments (no difference settlement).
  • Results from a higher tier cannot be carried over to a lower tier.
  • No post-execution reconsideration or reason disclosure.
  • C3/C4 are out of scope. No pricing is offered.
